South Korea has unveiled an unprecedented semiconductor and artificial intelligence program that could channel more than $576 billion into the country's strategic technology sectors over the coming years. The announcement was made by President Li Dzsemjong on Monday at a televised event attended by senior executives from Samsung Electronics and SK Hynix.
The plan's main pillars
President Li framed the initiative around three pillars: semiconductors, physical AI (such as robotics and industrial AI), and AI datacenters. The government aims to simultaneously expand chip manufacturing, build industrial AI capabilities, and establish the computing capacity required for AI on domestic soil.
Major investments from Samsung and SK Hynix
The largest component of the program is an expansion of chip production. Samsung Electronics and SK Hynix, together with their suppliers, plan to invest a combined 800 trillion won (roughly $518 billion) in new semiconductor production capacity in South Korea. Each company would build two new plants in the country’s southwest, in the Kwangju and South Jeolla provinces. Additional local investments of 5–20 trillion won could accompany these projects, and an 81 trillion won chip packaging center is planned for the Chungcheong region near Seoul.
Why the southwest? Economic and political reasons
Part of the rationale for the location is that South Korea's current semiconductor industry is heavily concentrated in the Seoul metropolitan area and around Yongin and Pyeongtaek. Those areas are increasingly constrained by land, power, water and labor availability. The government wants the capacities needed for the AI era to be developed outside the overburdened capital region.
The decision also has a political dimension: Li Dzsemjong has long spoken about reducing economic disparities between Seoul and peripheral regions, and the southwest chip hub fits that strategy. Opposition parties argue the choice is politically motivated because the region is traditionally one of Li's strongest bases; the president rejected that, calling the project a national survival strategy.
How AI has reshaped the memory chip market
The AI boom has materially changed the dynamics of memory chips. The previously cyclical, price-competitive DRAM market has shifted toward high-bandwidth memory (HBM), which is essential for modern AI accelerators to operate at current performance levels. HBM is produced by stacking multiple DRAM layers and has become a critical component in the infrastructures of Nvidia, Google and Microsoft, among others.
That shift has particularly benefited SK Hynix. Thanks to gains in the HBM market, the company has been a major winner of the AI boom: its shares rose sharply and it briefly surpassed Samsung in market value. Investors are increasingly valuing South Korean firms not merely as memory-chip makers but as key players in AI infrastructure.
Macroeconomic effects
The chip sector’s importance to South Korea’s economy has grown visibly. Recent forecasts indicate that the country’s exports in June may have expanded at the fastest pace in nearly five decades, largely driven by a surge in semiconductor shipments. In the first 20 days of the month, chip exports nearly tripled year-on-year and already accounted for more than 40 percent of total exports. For South Korea, the chip industry has become not only a growth engine but also a macroeconomic stabilizer.
Risks and implementation challenges
The large-scale investments carry significant risks. Building cutting-edge semiconductor fabs requires more than capital: enormous, stable electricity supply, substantial water resources, advanced logistics, dense supplier networks and highly skilled workers are all necessary. In a new industrial region, these prerequisites may not be available as quickly as political announcements imply.
Another risk is overcapacity: given the scale of the investments, if AI demand slows later, the accelerated capacity expansion could produce a market glut. The memory market has long been cyclical, and it remains uncertain how permanently AI demand will alter those cycles.
Strategic message: offense and defense at once
The government’s move is both offensive and defensive: offensive because South Korea seeks a larger share of global AI-related semiconductor and datacenter investments; defensive because the country faces competitors — including the United States, China, Taiwan and Japan — that are using industrial-policy tools to secure advantages. The program’s ultimate impact will depend on domestic implementation and how global semiconductor demand evolves in the coming years.
