The Oktatási és Gyermekügyi Minisztérium has published a draft regulation for public consultation that would add several new higher education qualifications to the official register. The proposal includes programmes such as ecological farming, biotechnology, reedukáció (remedial education) and a master's in Artificial Intelligence Engineering. Public consultation on the draft is open until 18 August 2026.
Which programmes are proposed?
- Ecological farming: proposed as a new higher education vocational programme that would grant a higher-level qualification as an ecological farmer.
- Biotechnology: proposed as a higher education vocational programme that would confer a higher-level biotechnology assistant qualification.
- Reedukáció: proposed as a new master's programme.
- Artificial Intelligence Engineering (MSc): proposed for inclusion as a master's degree. According to the draft regulation, the programme would first apply to students commencing study in the 2028/2029 academic year.
The draft notes that the master's programme itself was already established on 14 January 2026; the current amendment would formally add it to the official higher education qualification register.
Changes and clarifications to existing programme names
The proposal would also adjust or clarify the names of several existing qualifications, including:
- A clarified designation for the qualification related to digital dental design.
- The basic coach (edző) programme would specify the obtainable qualification as "szakedző".
- Corresponding clarifications to the "szakedző" titles in master's programmes.
- The qualification name attached to the hungarology master's would become "okleveles hungarológia".
Rationale and significance
The ministry states that the amendments aim to align available higher education programmes more closely with student interests and labour market needs. Introducing these new programmes is presented as a response to improve the match between training supply and demand, with a focus on green sectors and technological fields such as biotechnology and artificial intelligence.

The draft regulation is currently in social consultation; comments can be submitted until 18 August 2026. The ministry will consider the feedback when deciding on the final regulation and updates to the qualification register.
