On October 14, 2026, Anthropic announced it has opened a new office in Singapore — its fifth in the Asia–Pacific region — and signed a Memorandum of Understanding (MOU) with the Singapore Ministry of Digital Development and Information.
According to Anthropic, Singapore is one of its most active markets worldwide. The company's Claude model already supports local businesses and government services used by millions of people daily, including the Government Technology Agency of Singapore (GovTech Singapore), Grab, and DBS. Dale Finlay, Anthropic’s General Manager for ASEAN, said having a local team allows the company to work more closely with customers who place very high demands on reliability and security.
Contents and objectives of the MOU
The MOU was signed on the sidelines of Singapore International Cyber Week by Kai Fong Chng, Permanent Secretary of the Ministry of Digital Development and Information, and Ben Mann, Anthropic co-founder. Josephine Teo, Minister for Digital Development and Information, and Michael Sellitto, Anthropic Head of APAC Policy, witnessed the signing.
The agreement outlines cooperation in several areas:
- AI safety, security, and model evaluation;
- research into AI adoption and its impacts;
- responsible adoption across public and private sectors;
- technical exchanges on model evaluation, testing standards, and incident response.
Ben Mann said Anthropic was founded on the belief that capability and safety must go hand in hand, and that the MOU will support a safe transition to more powerful AI in Singapore, across the Asia–Pacific, and globally. Kai Fong Chng stated that Singapore aims to enable innovation while addressing evolving risks and that the partnership reflects the government’s commitment to scaling responsible AI adoption.
Previous collaboration and technical work
Anthropic’s work with Singapore dates to 2023, when the company joined the Generative AI Evaluation Sandbox run by the Infocomm Media Development Authority and the AI Verify Foundation. The parties later collaborated on red-teaming projects in English, Mandarin, Malay, and Tamil.
Under the MOU, Anthropic plans to hold technical exchanges with Singapore’s AI safety, security, and assurance institutions on issues such as model evaluation, testing standards, and incident response. Anthropic notes it conducts similar work with safety institutes globally to provide governments with clearer insights into frontier AI capabilities and risks while helping developers build safer models.
Skills development, businesses, and government support
The agreement also includes plans to strengthen AI skills in Singapore, assist small and medium-sized enterprises with responsible AI adoption, and support the government’s objective of building AI capability among public officers. Anthropic intends to share research and data with the Singapore government, including findings from the Anthropic Economic Index, and to offer technical and policy expertise as Singapore develops its AI rules.
How Claude is being used in Singapore — examples and figures
Anthropic’s latest Economic Index ranks Singapore second out of 121 countries for Claude.ai usage relative to population, at nearly six times what country size alone would predict.
In the public sector, more than 1,500 engineers and technical staff at GovTech Singapore use Claude Code to modernize government systems and accelerate software delivery. The Cyber Security Agency of Singapore is exploring Claude’s potential to strengthen national cyber defenses.
In financial services, DBS — Southeast Asia’s largest bank — deploys Claude across use cases in its Singapore operations, including software development and day-to-day productivity, within the bank’s strict security and governance framework. GIC, Singapore’s sovereign wealth fund, is rolling out Claude across its investment and corporate services teams. Regulated organizations can run Claude with in-region inference on Amazon Bedrock to meet stringent data processing requirements.
Major technology companies and startups are also building with Claude. Grab powers its sales assistant BriX with Claude; Anthropic says the assistant saves Grab’s sales teams about 40,000 work hours each quarter and surfaces new sales opportunities. Sea — the company behind Shopee, Garena, and Monee — uses Claude to help Shopee’s customer service chatbot respond faster and more accurately, and thousands of its employees use Claude for writing and debugging code. Supabase, a developer platform with strong Singapore ties, is also building with Claude Code.
Local community engagement and hiring
Anthropic leaders are in Singapore this week to open the office and meet customers, developers, and policymakers. The company hosted Builder Summit Singapore, which brought together more than 300 developers with Anthropic engineering and product leaders. Earlier in the week, Singapore’s Claude community ambassadors organized a meetup for more than 700 local builders.
Anthropic’s Singapore office is now open and hiring; the company directs interested candidates to its careers page for opportunities.
Why this matters
The move signals Anthropic’s intent for a long-term presence in Singapore and deepened collaboration with local authorities and firms on the safe, responsible, and regulated deployment of AI. Strengthening local office capacity and formalizing cooperation through the MOU could accelerate technical exchanges, skills development, and direct support for organizations already using — or planning to use — Claude.
