Cursor allows customizing Bugbot's level of deliberation for PR reviews

Cursor announced that it is now possible to customize how deeply Bugbot thinks when reviewing a pull request; for infrastructure and backend changes they apply a higher-effort setting to detect more bugs, while other PRs can be handled with the default effort, enabling more efficient use of resources.
