Introduction of environment-level version history, rollback and secret-store isolation

The service now provides a separate version history and rollback capability for each development/server environment, and a detailed audit log records all changes. In addition, egress and secret access can be restricted at the environment level so that a given environment's secrets are not accessible from others; this increases security and compliance.
