JumpCloud’s Q3 2026 research (n=800 IT leaders in the U.S. and U.K.) shows that six months ago 40% of respondents described their organizations as AI-mature; that share has fallen to 23%. The decline does not signal a loss of faith in AI, but rather that organizations moving agents from pilot to production are encountering governance and accountability issues that only appear at scale.
What changes between pilots and production
In pilot settings an AI agent typically performs a single task under controlled conditions. In production the same agent touches real systems, makes decisions that affect real workflows, and often runs continuously without human oversight. That demands a materially different governance infrastructure — many organizations built just enough to get pilots working but not enough to operate safely at scale.
Leaders who downgraded their self-assessments now face questions they did not need to answer during pilots: can we see every agent running in our environment; do we know what each agent can access; if an agent acted unexpectedly last week, how long would it take to investigate? For most respondents at least one of those answers is uncomfortable or missing.
The governance gap has a concrete shape
The report identifies accountability, not capability, as the hardest enterprise AI problem today. The specific failure point is non-human identity governance: only 21% of organizations have adopted it. At the same time, 83% of surveyed organizations report that non‑human identities already outnumber human users, and that population is growing rapidly.
Many non‑human identities exist without the governance that human employees typically have: no formal record, no named owner, no defined access scope, and no offboarding process when their purpose ends. JumpCloud labels these "Zombie Agents" — the service‑account problem of the AI era, operating at machine speed across departments while accumulating permissions and access.
This accountability gap is where real risk resides. When a human acts, an implicit accountability chain exists; when an autonomous agent acts, that chain breaks unless deliberately engineered. Most organizations have not yet built that engineered chain, and the gap between agent autonomy and oversight is widening.
What mature organizations do differently
Organizations that have closed this gap share practical traits: they consolidate IT environments instead of continually adding point tools (each new platform is another place for identity and access to go unmanaged); they treat AI agents as governed identities rather than tolerated shadow processes; and they measure what AI actually produces, not only what is deployed.
The payoff is measurable. Organizations in the top tier of JumpCloud’s maturity model are five times more likely to report no barriers to expanding AI agents than the average organization. Their confidence is earned by foundations that support scale and oversight, not assumed.
What the confidence drop actually reveals
When marketwide AI‑maturity ratings were uniformly high, that suggested many organizations had not yet encountered the hard operational problems. The selective drop—concentrated among those operating agents in production—means the market is developing a more accurate understanding of what AI operations require in practice.
Those recalibrating are building the infrastructure that will make long‑term AI adoption possible: identity systems that cover agents alongside humans and devices, unified environments for governance, and outcome‑based measurement rather than counting deployments. The report also notes that 84% of organizations plan to expand AI use in IT operations over the next 6–24 months (the report alternatively frames this as expansion over the next two years).
