Chinese company Moonshot AI this week released a new version of its Kimi model, Kimi K3, reigniting debate about China’s role in and the politics around open‑source artificial intelligence.
Moonshot AI said that although Kimi K3 “still trails the most powerful proprietary models, Claude Fable 5 and GPT 5.6 Sol,” the new open‑source model “demonstrated frontier‑level performance across our evaluation suite, consistently outperforming other tested models.” Independent analyses from Arena.ai and Vals AI likewise suggested Kimi is competitive with flagship frontier models.
The announcement coincided with a speech by Chinese president Xi Jinping at the World AI Conference in Shanghai, and markets reacted: the Nasdaq fell by about 1 percent on Friday as investors sold shares in chip‑related companies, including Nvidia.
Political and industry reactions
The release prompted familiar lines of argument among industry figures, echoing the debate after DeepSeek, another Chinese company, published its open‑source R1 model in January 2025. Tensions are now amplified by the Trump administration’s tariff conflict with China, recurring disputes over alleged national security risks tied to Anthropic, and several major AI companies preparing to go public.
David Sacks, the Trump administration’s former AI czar and co‑chair of the President’s Council of Advisors on Science and Technology, contrasted Kimi’s progress with what he described as an American self‑inflicted regulatory strangulation: politicians and bureaucrats banning new data centers, layering state regulations, and pushing for federal pre‑approval of frontier models. Sacks argued these actions weaken U.S. competitiveness and also criticized Anthropic in his remarks.
Former Uber CEO Travis Kalanick complained that Chinese actors are “distilling off” — meaning training on the outputs of American models — and warned that if distillation is not checked, it could disadvantage American models. The discussion noted, however, that U.S. models have also been built on top of Chinese ones, including Kimi.
Dean Ball, head of strategic futures at OpenAI, called Kimi “a very good model” and said its performance likely cannot be dismissed as mere distillation. Ball said he was personally surprised the Chinese state continues to allow such high‑quality models to be open‑sourced given potential risks.
Ball further speculated that a world dominated by open‑weight models could produce “full AI communism,” in which AI is treated as a public good and ultimately provided by the state as digital public infrastructure. He described that outcome as a dystopian scenario and suggested that the Trump administration may eventually create large regulatory risks around using open‑weight Chinese models — not by outright bans, but by directing agencies to issue soft law and advisory statements that generate fear, uncertainty, and doubt (FUD) and deter regulated enterprises from using those models.
Counterarguments and incentives for restriction
Shakeel Hashim, editor of the AI‑focused publication Transformer, argued much of the alarm is overblown. Hashim said Kimi “likely does not have dangerous cyber capabilities,” and he noted that when Chinese models do develop such capabilities, the Chinese government will have similar incentives to restrict them.
