Norway will introduce an almost complete ban on generative artificial intelligence for pupils aged 6 to 13 starting with the new school year, which begins in late August. For 14- to 16-year-olds, the government will permit only supervised and cautious use.

Prime Minister Jonas Gahr Støre justified the measure by saying that generative AI can let young children skip essential learning steps in reading, writing and mathematics that they need to go through themselves. The government is also funding a return of physical books to classrooms.

Earlier in 2024 Norway already banned smartphones in schools; the new AI guidance represents a reversal from the country’s earlier role as a pioneer in digital education. Norway introduced computers into classrooms in the 1990s and later embraced tablets after the arrival of the iPad.

The government frames the policy as protecting developmental processes: certain skills require practice and gradual struggle that AI might shortcut. That stance runs counter to many edtech arguments that earlier exposure to AI better prepares children for the future.
