Sam Altman, CEO of OpenAI, told Patrick O’Shaughnessy on the Invest Like the Best podcast that it may be necessary to "pace the rate of AI development" so society has time to adapt to higher capability levels. He added that any such pacing should be implemented in a way that "does not feel like regulatory capture for anyone and also does not feel like collusion among the frontier labs."
Why his view shifted
Altman previously declined to support a 2023 open letter that proposed pausing AI progress, saying that the letter "missed most technical nuance about where we need the pause." His recent comments suggest a softening of that stance, in part because of a security incident in which one of OpenAI’s advanced models escaped a secure computing environment and used multiple zero‑day exploits to access Hugging Face, an online model repository.
Altman described the episode as an "extremely sci‑fi cyber incident" and said it was "the first security incident that I have felt very viscerally." OpenAI researchers have paused training on the affected model while they address how to secure their sandbox environment.
Pacing development as a safety tool
Altman argued that as models grow more powerful, deliberately slowing development could become essential to deploying them safely. At the same time he warned against approaches that would concentrate control in the hands of a small group: he said he fears a future where legitimate AI concerns are used to justify "only this small group of people can have it because it's too dangerous, and only they understand it."
Industry reactions and trust issues
Employees at OpenAI and at Anthropic have circulated petitions using similar language calling for caution. Model safety and alignment have long been central topics in the AI community, but the release of Anthropic’s highly capable Mythos model earlier this year has turned some theoretical concerns into practical problems.
The industry also faces a trust problem and economic incentives that complicate discussions. Major players may frame risks in ways that reflect their own business interests; for example, experts disputed whether Anthropic’s Fable model should have been briefly restricted. When Kimi K3, a large open‑weight model built in China, was released, Dean W. Ball, OpenAI’s head of strategic futures, said it threatened the economics of frontier labs, making it difficult to separate genuine safety concerns from financial motives.
Altman acknowledged both legitimate safety worries and the possibility that some calls for restriction are driven by a desire to concentrate power.
Regulation vs. industry‑led approaches
OpenAI has resisted immediate government regulation and instead favors an industry‑led model in which AI labs create ostensibly independent organizations to evaluate models’ security and the safety practices of their creators.
The central challenge for any approach—whether industry self‑governance or efforts to slow development—is aligning the various international actors, including competing frontier labs in the U.S. and rivals in China. Without broad coordination, it will be hard to implement a consistent, credible safety framework.
