Google has introduced the Fairwind Program to provide a trusted set of Google Cloud customers, government agencies and cybersecurity partners with access to its most advanced AI and cyber defense capabilities. The program is intended to help partners address cyber risks proactively and at scale by making advanced Gemini models and supporting tooling available.
The defender's dilemma until now
Defenders have faced a trade-off: deploy very large frontier models that can be costly and hard to control across enterprise codebases, or rely on smaller open-weight models that may struggle with complex vulnerability remediation and require building custom tooling and infrastructure. Fairwind aims to reduce these trade-offs by pairing the Gemini 3.8 Flash Cyber model with the CodeMender harness.
What the Fairwind Program offers

Combined, these components are designed to find, verify and autonomously fix vulnerabilities at agentic scale. According to Google, CodeMender together with Gemini 3.8 Flash Cyber provides the reasoning needed to write and validate fixes at a fraction of the operating cost of traditional frontier models. Rather than taking weeks for manual remediation, defenders can generate verified, deployment-ready patches in minutes within their secure cloud environment.
Targeted initial access
Google is staging initial access to partners critical for societal resilience, including:
- Governments and national cyber authorities: hardening public-sector networks and citizen services against targeted intrusions.
- Critical infrastructure operators: protecting healthcare, telecommunications, energy and financial networks from operational disruption.
- Core technology platforms: securing widely used software foundations to improve digital security for millions of downstream users.
Participating organizations must adhere to strict operational standards, such as limiting access to internal cybersecurity, incident response or penetration testing teams and deploying protections like multi-factor authentication. Google states that more than 650 partners are participating globally in the program.
Program evolution and broader availability
The Fairwind Program will evolve with partner and user needs: Google plans to adapt product offerings and expand partner access in collaboration with industry, governments and leaders of the open-weight community to balance openness with robust security.
While access to Gemini 3.8 Flash Cyber is being prioritized for Fairwind partners, Google says any Google Cloud customer can proactively secure their code by using CodeMender with publicly available models hosted on the Gemini Enterprise Agent Platform, combined with solutions provided through AI Threat Defense.
Ecosystem impact and funding commitments
Google notes that years of work on zero-trust architecture, advanced AI defenses and built-in security protect billions of accounts daily. The Fairwind Program builds on that experience and forms part of Google’s broader commitment to global cyber resilience, including support for grassroots cyber defense.
Through Google.org, the company’s latest commitments raise its total cybersecurity funding to more than $100 million globally. The 2026 Google.org US Cybersecurity Impact Report details $36 million in funding to 35 cyber clinics to date, which have provided free, hands-on security support to over 1,250 hospitals, public school districts and municipal utilities in the U.S.

The defender’s advantage depends on shrinking the time between detecting a flaw and patching it. By providing autonomous tools to repair systems faster and at scale, the Fairwind Program aims to help government and enterprise partners stay ahead of agentic-speed threats.
