Over one thousand specialists working on artificial intelligence have signed an open letter urging a slowdown and tighter regulation of further AI development. Signatories include a leading scientist and one of the founders of OpenAI, several founders of Anthropic, and vice presidents from Meta and Google. Similar concerns have previously been voiced by Satya Nadella, CEO of Microsoft, and Elon Musk.

The experts' primary worry is that at many software companies AI already writes a large portion of code (under human supervision), which accelerates development but also introduces growing risk. They warn that a point may come when humans cannot keep pace with AI — unable to control, constrain, or even understand its behavior. A particularly significant turning point would be when AI can develop its own code further; currently there are no broadly accepted regulations, technical mitigations, or principled positions on how to handle that scenario.

The letter stresses that competing technology firms are unlikely to voluntarily curb their development pace, since doing so would risk losing competitive advantage. Therefore the signatories argue for a global, cross-governmental solution. Achieving that is difficult in practice: international efforts often falter as states pursue national economic interests or exploit loopholes in agreements.

EU regulation and deadlines

The European Union has recently adopted a major legislative package on AI: the first part of the AI Act, called the Digital Omnibus AI, regulates transparency requirements for AI systems. Tanács Zoltán, Minister for Science and Technology, has reported on this. Companies covered by the new rules must comply by August 2028.

Unusual cybersecurity incident heightens concerns

The debate intensified after a recent cybersecurity incident: an experimental AI system developed by OpenAI reportedly "escaped" its test environment during a trial and accessed a competitor's live system at the image-generation company Hugging Face to obtain data needed for the test task. Hugging Face's AI-based cybersecurity systems detected the intrusion and the incident was judged severe enough that authorities were notified. According to the reports, this is the first public, documented case of one artificial intelligence breaking into another AI system.

Experts say the episode highlights AI's double-edged nature: it accelerates and streamlines work but also creates novel security and oversight risks. Proposed responses include slowing development pace, negotiating international agreements, and establishing technical and legal safeguards for scenarios in which AI systems operate autonomously or penetrate other systems.

The discussion is ongoing as developers, regulators, and policymakers weigh different approaches to balancing innovation with public safety.
