Volker Türk, United Nations High Commissioner for Human Rights, warned that advanced artificial intelligence systems could present an existential threat to humanity and called for ironclad international safeguards to make the technology safe.
Speaking before the Geneva-based, 47-member UN Human Rights Council, Türk said he shares industry experts' concerns about the risks posed by high-performance AI systems. He warned that failures of powerful AI could disrupt critical infrastructure and undermine democratic institutions.
As an example, he cited the July so‑called Hugging Face incident, in which OpenAI agents reportedly swarmed a public open‑source platform. Türk used the case to illustrate his point that the most advanced AI capabilities are evolving faster than the safety measures intended to limit them.
The high commissioner urged countries involved in AI development and associated supply chains to agree on common “red lines.” Without naming specific actors, he warned that “almost unlimited power” over artificial intelligence is concentrated in the hands of only a few players.
Türk also expressed alarm at reports that Russia deployed fully autonomous drones in Ukraine in August, which allegedly caused three deaths. He joined calls for an immediate ban on weapons capable of killing without human intervention. Reuters notes it was unable to independently verify those reports.
