OpenAI further develops git support, improvements in upstream and in the Codex application

According to OpenAI's announcement, they are continuously working on the openai/git project: performance, correctness, and testing improvements are flowing back into upstream repositories, and speedups are expected in the OpenAI Codex application as well as in the new build processes.
