Sen. Todd Young urges formal talks between NSC and AI developers on national security risks

Senator Todd Young (R-Ind.) has asked for formal discussions between the National Security Council (NSC) and artificial intelligence developers and cybersecurity experts so the government can better understand national security risks posed by advanced AI models. Young addressed his letter to Secretary of State Marco Rubio, who leads the NSC; the letter was first shared with Semafor.

In the letter Young wrote that “recent developments involving frontier AI models have further demonstrated the ability of advanced systems to circumvent safeguards, interact with external systems, and substantially enhance offensive cyber capabilities.” He argued these incidents underscore the need for the U.S. government to better understand and address emerging threats before they result in more serious consequences.

Young warned that AI-enabled attacks could potentially target hospitals, electric grids, and other critical infrastructure. He said the proposed talks should cover risks posed by both American and Chinese AI models, establish channels for reporting AI security incidents, and identify safeguards to reduce the risk of such attacks.

The senator also requested that the Senate Intelligence Committee be briefed on the discussions between the NSC and AI stakeholders.

Young’s letter reflects growing concern among policymakers that frontier AI systems may create novel national security challenges and highlights the need for structured engagement between government and industry to identify and mitigate those risks.
